I'm betting its a network negotiation issue. If possible, hard set the switch port connected to the physical Alpha to 10Mb or 100Mb, depending upon the NIC installed.
Also, check your RMS settings. I use these:

Just a pointer from my Tru64 installations on FreeAXP: by default, SRM has the network cards in half duplex 10mbps mode. To get full duplex 100mbps you have to manually set it at the chevron prompt:
>>> set ewa0_mode FastFD
At least under Tru64 I was _not_ able to change that setting (sysman), I had to change it in SRM.
